Elizabeth served as an Administrative Aide at the City of Irvine while working on her Master’s Degree at Ӱ. This educational experience at Ӱ “provided much of the glue to make a manager out of technician.”
During her tenure with Irvine, Sue provided administrative support to the Community Development Department of Irvine and served on the City Council, City Planning Commission, and School Board of Trustees for the City of Fullerton. Her next professional assignment was in La Grande, Oregon where she served as City Planner, Personnel and Employee Relations Director, Airport Manager, Assistant City Manager and Acting City Manager during her five year period.
As Assistant City Manager she was responsible for a 4.5 million dollar public works project, the largest single project on the city’s history, and was a member of the Oregon Board of International City Managers. In January, 1988 she became the City Manager of Sanger, California, a city of 15,000 on the brink of growth and development.
